If the data is pulled directly from Dominion they cannot call it an inhouse error.
Either Dominion switched the votes, in which case they must explain why, or else CNN was updating data manually and they should have to say that officially (if not under oath).
CNN does not update live vote totals. All of the media pulls directly from clarity api. They then refresh their totals as new updates come in. To do any live manual updates would mean being slower than other networks, and any manual errors would discredit their coverage. This was the data being reflected in the tickers.
Ask yourselves these two questions:
How does a candidate lose votes over time?
Why the fuck are votes expressed in decimals when its nothing but whole numbers?
