It also puts stress on Biden's legal team to prove otherwise, and since we already know that the Venezuelan election was rigged that will be difficult.

There have probably been a few revisions; but they are definitely not "brand new systems". They still require Windows 7 for example, and have been shown to be easily hacked, which brings in a whole other set of potential issues.
