They just counted the naked ballots they had counted already - no signature check nothing. As for the Dominion - not sure, but thats unrelated to the manual fraud that happened on top of the software fraud.
They stalled in order to have plenty of time to manufacture ballots. Without a true audit, there's nothing to keep them form just claiming they have the right number of ballots.
