The concern is that you can't tell which ones they are. You don't know which ones to throw out. So if you throw votes out at all, they could be legitimate votes and therefore you are disenfranchising legal voters. Which is exactly why it's not supposed to happen this way.

Why certify the results then ask for another recount?
If I understand it correctly, there's a sort of grace period after the certification that allows for recounts. If the recount come up even 1 vote different, then the certification is thrown out and this starts all over again.
I think Kemp and crew expected us to just accept their phony recount and move on.

Not quite, if you can prove even one vote is off, you can slap it all down. That is a massive window imo. If they lied on even one ballot (veritas shows they did), and that ballot is then counted differently, that is an auto toss of the count as a whole.
