Read NSAM57. It specifically talks about CIA. They are using the term spec ops to talk about everything that the CIA is doing overseas that oversteps their original mandate ie drone strikes, assassinations, rigging elections, funneling weapons and training, etc. The original intent of cia was to gather intelligence and they ran away and have been operating dark since JFK stood up to them.
