We need a voting rule change everywhere. If a pricinct gets over 100% discussion.

Discuss please. But logically it should be immediately banned from certification until audited. The problem is chain of custody then. "Oh hur de hur at the moment auditing started it went back to 100% because muh Census corrected it. We were ackshually at 1 million population, not 100k. Mmm kay?"

Should we do something about limiting changes to voter rolls to once every 2 years so they can robustly be open sourced?
