I would be compelled to further look in to Pro V&V Inc, and see where they have ties. They conducted the certification testing for Democracy Suite, as recent as Jun 2020. With that said, the gov't doesn't actually do the testing, so just a false sense of security wrapped in a certification process for election systems.
I'd even give them the benefit of doubt about improper ties, and still have many many concerns about the process. Guidelines are from 2005, some updated to make "voting more accessible". Did ciber security guidelines have been updated? Are provisions about counterterrorism incorporated? About transparency and proper disclosure of manufacturer ownership?
