This isn’t a flip flop or twist. In order to audit, they must first certify. He certified SO THAT THEY COULD audit.

Rules? Law? Other states are auditing or recounting before certification. Is georgia different?

State law does not require an automatic recount of votes. However, based on Georgia H.B. 316 (2019), a candidate can request a recount if the margin is less than or equal to 0.5%. That request has to be made within two business days of the results being certified.

I think .5% is standard for recounts I see why they pushed enough biden only votes to be over that mark.

That sounds like a candidate initiated recount. A certification should mean that the state has already done all that was necessary to prove that the votes and count are valid. There was enough noise about this election that they should have audited before certification. It's not up to the candidate to prove the validity of the vote, or it shouldn't be.
