Remove anonymity. That's the weak point. Create a blockchain voting system where every person can check and verify how they voted on a public blockchain, and everybody would have a unique identifier. This will lead to husbands and wives being able to see how their partners voted. I don't view this as a weakness.
Idea: each ballot has a randomly assigned ID number and a stub with the same number on it, and you keep the stub. That preserves anonymity, as long as you don't share your ballot number with anyone, and you can still check and verify that it was counted correctly.
Photo ID (RealID, bc they are proof of citizenship as well). No machines connected to the internet. Only old school mechanical workings to count punch hole ballots, no markers or pens needed. Inked fingers. No mail in ballots. Only military members who are deployed or restationed out of the country can fill out an absentee ballot. For disabled individuals they must still vote in person- new disability in person voting procedures.
Why not have a paper trail with a block chain identifier so that an electronic file could be matched with a paper ballot with the same number also have a system where the voter can track his/her vote and be issued a voting receipt after he/she votes.
abolishing voter motor laws which allows illegals who are allowed drivers license to register to vote without proof of citizenship and abolish same day registration
Abolishing or limiting early voting to one week before an election
Allowing any voter to have have standing to sue in court to allege voter fraud
A data base to prevent people voting in multiple states.
More prosecutions for voter fraud with mandatory prison sentence to discourage it

Anonymity is a weakness, not a strength. The only reason they are able to inject fake votes at all is because it's anonymous.
You'll never make it perfect but Blockchain is needed.

Veterans (no OTH or Dishonorable discharges) watching the count and in charge of chain of custody of ballots.
