Counting doesn't just stop - someone has to order it. Follow that line up the chain and inspect the phone metadata around that time.
The control network should become clear from there.
Hopefully this has already been done... however it may not be completely legal, and as such, not valid in court. Luckily we have "parallel reconstruction" - once you know the target, it's fairly straightforward to find a reason to get a court order to get the information you need.
The real problem is there's only about 3 weeks left to investigate, file motions and get a court to rule on it, so the bad guys are hoping to run out the clock.
It's not that there's no evidence of fraud - it stinks. It's that we don't know who to charge and exactly how it happened, which is the sort of evidence you need in court.
Also who coordinated all of the logistics of the mail in ballots, fake ballots, ballot dumps, etc. Same centralized group as the dominion hacking or different?

-Pennsylvania’s Philadelphia claimed to have never stopped counting but they did say at 6pm there would be no more reported results election night on mail in ballots and new results would not be posted till 9am the next day

-Georgia’s Fulton County stopped counting due to a burst water pipe Election Day at 6am but if you read the article they link to they also planned to stop counting absentee ballots by 10:30pm election night with the only reason given as “procedure”

Well once you've got the network, you can work backwards to ballot printing and scanning.
Like everything else with these guys, it was the unbelievable scale of the fraud that makes it so effective. Every part of the process is corrupt, some by design (the software and servers), some by actions (ballot stuffing), and all cheered on by the MSM.
Very similar to the takeover of the Dept of Justice, State, FBI, etc.
I hope Powell has some solid evidence otherwise a lot of people are going to have a shitload of egg on their face and this will never be turned around.
They can talk about the circumstantial evidence, but the only way you can effectively prosecute that would be RICO (and that takes forever).
Remember we do have the NSA and access to all those tools. They likely aren't admissible in court, plus we don't want to disclose our extensive surveillance capabilities for national security reasons. So hopefully the right people get "suggestions" about where to look.
Interestingly, the servers in Europe might be the best vector. We're allowed to monitor that stuff, plus it's lots of physical evidence (logfiles, etc) in one place. My guess is that's the best chance at finding a smoking gun.
Remember, even if people flip they probably only know a tiny part of the scam ("they told me to hit the green button") and might not even be aware they're part of the fraud.

That's the smoking gun - but figuring out how they knew to stop is the key. I don't think it was a pre-agreed number because they didn't think it could happen - that's just lucky for us - the fact that they had to improvise creating a bazillion ballots really quickly - they won't have had time to do it cleanly.
There will be traces left.
Who had the authority in those states to stop the vote counting? Who ordered them to stop?
