When the ballots go out and the ones where no one is at that address "return to sender" or undeliverable ballots did the fraudsters take the returned ballots, fill them out and mail them or drop box them in.
Who is responsible for the US Mail returned ballots? Are those return ballots accounted for? What percentage of the ballots mailed out were returned? How did Los Angeles county have a 98% voter turnout if the RTS rate is > 2%?
