Wouldn't it be MASSIVELY illegal for US forces to carry out a raid on what is presumably a private building in Germany, with German approval? So if there was a raid, the German would have had to approve it, which means they bent the knee to GEOTUS... right?

Yes, and loudly, with UN and NATO and everyone else at their backs. IF it's illegal. Which I am pretty sure it is.
The UN really isn't much without us. Most of the countries in would do little more than a sharply worded statement aka complain and ree.
