Someone needs to make a big show of getting signatures for a recall. Maintaining power is all these people care about, and it’s the only way to apply pressure. Even if he caves and does what’s right, the recall should continue, but he’s such a pandering asshole that he’ll try to avoid it by actually doing his job for five minutes.
