You may want to kindly knock on his door and let him know the flags are being displayed improperly and that the US flag belongs on top at all times. Do it politely, he just may not realize his/her mistake.
Don’t worry too much general rule is to the left but obviously that depends on which angle you view it from, flag code contradicts itself a lot, and a lot of it is ignored, for instance, the US flag is not supposed to be used as an article of clothing or on anything disposable.
Yes, when I fly my flags on holidays that I actually have off and take the time to get out I always fly my Texas flag right beside my US flag, even though I no longer live in TX, it is always in my heart.

I agree. I flew them side by side on my fence. Spent days trying to figure out which one goes on what side. The more I read, the more confused I was.
