She's using an old report from November 10 available through a separate PDF link on the state SOS's website (she links to it on her site, which she links to in the Tweet) for the "total ballots cast" figure, and a higher "total presidential election votes" figure from the elections reporting website she's linking. It shows 1,407,754 ballots were cast, still different from the 1,405,376 total votes in the presidential contest as of November 18 - including those who voted "none of these candidates".
This is misinformation (though perhaps unintentional) as it's comparing vote totals from two separate dates a week apart.
