How is the distribution of tabulators structured? Like for a box of ballots, it goes by one Biden tabulator and one Trump tabulator each, and if counted equally, goes forward, otherwise, audited? That would be simple and reasonable, so I know it's not going to be this way.
In Dane county at least there are 2 tabulators (technically “non-partisan”) and 2 observers at the plexi glass (1 Biden in front of 1 tabulator and 1 trump in front of other tabulator). And other observers 6 feet behind them. Tabulators are hired by the county. Each tabulator will get a stack of ballots or envelopes and will go through it in front of the observer at the plexi glass. At that time each observer can object or have reasonable due time to review. Once they are through the stack, the 2 tabulators will switch stacks with each other and go through the process again essentially giving each party to check the work of the other. The rest of the table works in the same manner for the ward and when you are through the stack you wait for everyone to be done, and then the objected ballots are brought up to the lawyers at the front of the room. There are lawyers going around throughout if any questions. Sorry if that’s confusing. Hard to wrap head around unless you are there

If the recount is not conducted in a fair, unbaised manner, the state legislature should either vote to not send electors to vote in the EC, or select electors to vote for Trump. At the end of the day, the Constitution gives all of the power over the selection of electors to the state house of representatives, not some power hungry county commissioners.
