Canadians used to love cross-border shopping at Target, then when they came up here Target couldn't figure out things like "supply chains" and the shelves were half-empty. Rather than fix it, they decided to cut their losses and leave.
The bag check is nothing more than security theater and has no legal protection. If they aren't accusing you of theft, you don't have to stop. Smile, wave, flash your receipt, pretend to be on your phone, or simply ignore them. If they do accuse you of theft and they're wrong, you can sue for wrongful detention.
The only recourse they have for ignoring their bag check is to ban you from the store. Personally, I couldn't care less if they ban me. I only go there as a last resort, when no other stores are convenient. Their quality is terrible and their checkout lines are always way too long.
Generally I've found that all companies with their cancerous HR departments hire entirely based on identity politics... Which has resulted in the general quality of any employee I speak to, almost anywhere, is almost unacceptably too stupid to be of any use. I wouldn't trust average staff to boil water. I just shop as much as I can online from stores that will ship without charging state taxes. Fuck taxes.
