Normally used for the CIA but also used for agencies like the ATF, FBI, etc. Their inability to blend in to the native population's habits, patterns and speech makes them stick out like a sore thumb to the population, hence they "glow in the dark."

The most common trappings of government shills are their inability/hesitation to use the major racial slurs, improper use of memes, and the pushing of mainstream political theories.

It's from a computer programmer that made Temple OS. He started to loose his mind and would often livestream these crazy rants. In these rants he would discuss federal agents coming after him. He would refer to them as "glow in the dark CIA nigg*rs." Because he had such a following, the term was adopted and has evolved over time.

His name was Terry A. Davis. Here's one of the clips https://youtu.be/AbG6u86t4bA. I think he was hit by a train recently.
