It would be almost impossible to convict most of the lower-level US people who actually did the deeds without the paper ballot evidence. 3) Paper ballot lawsuits lay the foundation for bringing the international rigging cases to court. So, the paper ballot law suits are really necessary.
If we believe Sidney and Rudy's statements, some lower-level people already have flipped. As evidence is presented and some US people get charged (probably slam dunk cases against lower level people), I think many will lawyer up and flip. That's how you catch some of the really big fish.
