I think there are actually two algorithms. One in the Smartmatic/Sequoia tabulator to “adjust”, and then a final algorithm that “sets” all race final tallies (Scorecard). Scorecard was running on the server in Germany, but I think it was connected to Hammer hardware that is in DC area somewhere CIA facility?)
