Yes. This is the procedure at the state level. Present a case, denied or dismissed, appeal. Work your way up to the Supreme Court who's decision is final and cannot be appealed. The case presented to the Supreme Court will be the most important and this is the process to get there.

He's learned what happens if you try and let bygones be bygones with the Deep State. They will just attack again, and each attack has been an escalation. There's not much more escalation the Deep State can do without resorting to things like open insurrection, civil war, assassination etc. He'll have to prosecute these people, they've given him no choice.
The purge necessary will be huge. The top two layers of the DOJ/FBI/CIA probably need to be fired, and you need to find hundreds of retired DOJ/FBI/CIA good guys who are willing to come back and help right the ship.

What you are talking about is probably tied to Trump's recent moves with the DoD. He cleaned up the leadership there and then transferred special operations to DoD control. I also read that a good chunk of the Minnesota National Guard has been transferred to GITMO and the Monkeywerx guy has been tracking a lot of strange flight activity to and from GITMO in recent days.

No, the point of the civil cases is to establish Trump as the rightful winner. Criminal cases will have to come later from the DoJ. For these type of civil cases, which will change the result of an election, the burden will be beyond a reasonable doubt. Which is fine, i think they have enough evidence to meet that requirement.
