good question. it seems like they should be required to organize the ballots by the batches that are reported. I doubt the process is "throw them into a giant pile and we can go through them later if we need to" - although it seems that you could easily relabel the batches or "accidentally mix them up" and there would be no way to prove it.

I guarantee there will be plenty of things "that normally do happen every election, but somehow didn't happen for this one"
It was COVID-19... we had to change things for safety purposes. Think of the children (and grandparents)!
