Someone paid $25k here for a copy of voter rolls and you're worried about the cost of a website? Registering a website domain isn't much, the usual costs come from hosting, and in this case, cloudflare protection but I can't see it being a huge amount. I've hosted a site for under $200/year. The biggest cost is usually for developers and I'm pretty sure Doggos works on a volunteer basis.
As for the timing, it wasn't 'just in time'. The timing went like this. In July/August 2019 thedonald was quarantined for BS reasons. After months of trying to work with reddit admin to resolve the problem, whatever problems there were, they made this site as backup in November 2019 and promoted as the place to go if reddit ever nuked the site. In January/February, half thedonald mods were delisted and remaining mods were told they had to put in people approved by reddit admin. It didn't work out very well, mods restricted access to thedonald to 'approved posters' only. And this place became more active. thedonald.reddit was officially nuked from their platform in early July 2020 but it had been dead for months. EVERYONE could see the writing on the wall. We were never getting out of quarantine and we were always going to be removed prior to the election. Sure, some people thought we just had to work with reddit admin more, but most of us knew we could tie ourselves in knots, bend over backwards, and still never get out of quarantine.
tldr: We saw it coming long before it actually happened.
This site was created AFTER reddit implemented a quarantine and ghettoized us on reddit. The people running, at least moderating it, are many of the same people.
I think if they accepted money, there would be a whole different set of questions going with that. Are they just doing this for the donations? How much are they pocketing? Can people buy influence?
I certainly think there are plenty of people who WOULD do this for free, if they had the ability. It isn't as though it's just one or two people bearing the entire burden of running and doing everything needed on the site.

The problem you mention of getting new features is counter to your claims. If it were a grand scheme and the website was set up in a forthnite, then the features could also be implemented that quickly too.
Instead it's more likely that td.win is a bit more of a grassroots project (with a capable dev team, but one that also needs time to implement features too)
