"Well regulated" means "functioning" from the time this was written. A compotent captain would have a well regulated ship, for example. The militia is just every citizen ready and willing to fight. In order to have a functioning population able to fight, the government should not restrict the ability of the citizens to arm themselves.
This makes infinitely more sense than when democrats pretend to be textualists and interpret well regulated to mean organized and policed by a large centralized government... Because that is literally what the founders just got done fighting.
