About the treaty? It was initially proposed by Eisenhower to the Russians (who said "nyet!"). It was later ratified in 2002, and only includes Europe, Russia, and N. America (except for Mexico/Central America).
I have my own opinions about all of this, of course -- and they may be either very correct or very wrong. Nevertheless, signals are important...I'll leave it at that.

The USSR was dismantled before this occurred. The individual countries were all bankrupt, in disarray, and unkempt. Why would be need this treaty literally weeks after the USSR broke up?
