A look at the history of that treaty is very enlightening -- when it was proposed; when it finally got ratified; and who are the member states involved (and who isn't).
About the treaty? It was initially proposed by Eisenhower to the Russians (who said "nyet!"). It was later ratified in 2002, and only includes Europe, Russia, and N. America (except for Mexico/Central America).
I have my own opinions about all of this, of course -- and they may be either very correct or very wrong. Nevertheless, signals are important...I'll leave it at that.
