This makes the most sense to me, given that the administration did all the planning to get approval to submit their formal 6 month notification knowing that the 6 month window would be over ON THE DAY JFK WAS ASSASSINATED BY THE CIA 57 years ago.

If this isn't another signal to the CIA to STFU, then I dunno what it is.
