here is the Georgia Recount... They set it up so that the counties would only tell them the difference between what the computers told them the count was on the first count and what the hand counts showed. Which is a way to allow election fraud to remain in place even with a hand recount.
In the first count the computers tally things up, write out receipts that are accurate but when the vote totals are sent electronically to the Secretary of State server they change the vote numbers. How do you prevent a hand recount from discovering this? You ask the hand recount to only tell you the difference between computer tallies and hand count tallies. That way the Secretary of State just changes the fake totals he has.
A real recount would have had each county declare their numbers and then anyone would be able to add them all up and see.
