Could be homeless people. Wouldn't surprise me one bit if Abrams went around paying for PO Boxes for homeless people so she could get their votes. Heck, if you have someone tied to your group working at the UPS store or wherever you can even fill in the ballot for them and no one would know the difference.

Or it could just be people who use a PO Box because they don't like getting mail at home due to theft or other problems.
