If you’re really feeling like an asshole, get needle nose pliers and pull the pin out of the valve. Or garden shears, and snip the whole valve off. You have to replace the whole tyre.
Probably not a crime, or certainly less of a crime, to let the air out than to slash them. Also another indicator he self-deflated. Then he could cry boo hoo without being out $500 for new tires.

Put a rock in the valve stem cover. Screw it back on. Walk away. The tire is flat after you are long gone. Don’t ask me how I know....

Glue a BB into the cap, generally presses it just enough to cause a slow leak. Or so I heard.
