There is currently no evidence either way, but the pattern here has been for Obama to extort Governors as well as Senators and House members. Both Inslee and Cooper paid for "election insurance" in this 2020 election, and it looks like the Ohio Governor and Georgia Governors, both Republicans did also when they were elected in 2018.
