This smells larpy. I'm willing to believe there are people working at Dominion who are troubled by the lousy chain-of-custody management, but I don't believe this is one of them.
This person also has no idea how presidential elections actually work. There's no such thing as a popular vote do-over. The president is not elected by popular vote, and as far as I know there is no mechanism in place to hold a redo election. I believe SCOTUS's only options for relief are to invalidate part of the election or send thrown-out states to the House. Both options face problems with equal protection since either way some voters get disenfranchised, so I think either course is possible.
