Here's something that is extremely confusing to people but you can have an absolute monarch or a dictator and actually have a more free society than a democracy. There is nothing inherent about democracy or constitutional republics that make them anymore free. This concept confuses the hell out of leftists.
If you have a monarchy with 6% taxes and no welfare system but it was a Christian nation and anything heretical was punishable by law. Many people consider this "not free" but then they'll consider a country with 40% taxes and a large welfare system with public institutions and government funded social programs where you can say whatever you feel like and act as heretical as you want as "more free". I would argue the former is actually more free.

Agreed, this can happen but it is rare because absolute power corrupts in most cases. I think this would be a case of a benevolent dictator.
