Here's the reason: the Constitution was explicitly laid out with the intent to set the boundaries of our government. Most constitutions are laying out the framework for how the country in question will be run, but our Constitution was, from the beginning, very carefully designed so that the different pieces of the infrastructure would keep each other in check. It was also intended to be future-proof, hence the ability to add Amendments. It's a truly brilliant document and very carefully constructed to keep the wheels of society turning smoothly regardless of the era or technology available. This is why the leftist communist globalist demons want to tear it down and change it and treat it as a "living document" - the intention behind such is to weaken or strengthen one part of the government so that more leverage can be used to bypass the checks and balances therein.

So anyone with some sort of digital device can read them, or often now even have the pdf "read to them" via audio (but reading is best, but I do understand not possible for everyone); and nowdays even language conversion helps too if English isn't a first language or if teaching/learning English.
