Sure it will. There are plenty of retarded sheep who will obey. The officials aren't the biggest problem. It's the people. Laws and regulations have to work both ways. Without compliance from the side of the people they are not enforceable. As long as people continue to obey, they will continue to get away with it. People have to revoke their consent.
