If I'm not mistaken diseases were on a steep decline before vaccines and they just gave the credit for the decline to vaccines which came after the decline started.
I suppose you think that newborn infants (whose mother does not have Hep B) should get a Hep B vaccine in case they become intravenous drug users later in life.

Well, it was the modern sewer system that helped London beat a cholera epidemic (though they weren't really treating their effluent so much as washing it downstream), along with hygienic water supply.
Not sure how that works to defeat the plague, though I am happy to be informed.

Polio was likely about to be under control before widespread vaccination programs were implemented.
