The children already ARE wards of the state. A registration form IS a transfer of ownership contract. Children are registered to the state as goods or chatle when they show up at their mother's birth canal or dock when they are born. This all falls under maritime admiralty law or the law of commerce. Why do you think the government can take your kids, car and house? Because you have already registered them all to the state. In short the state owns them just like they own you. If you wanted to 'own' your kids you'd have to put their names in the family Bible. There is the academic usefulness, but the difficulty is in enforceable remedy. Why would any Judge decide against their Employer? Logic dictates they most likely will not, and through legal tricks, most do hard time, or lose assets.
