For absentee ballots my state requires to have a Notary, witness, ID is it foolproof possibly not but it it's a hell of a lot harder when 2 people go to jail with you.

This is excellent. But, let's go further. The eligible ID removal should be of your "registered voter status" completely. You should be required to re-register in-person for every election. And death records should automatically remove you from the voter list.
