Considering that people like that are determined to remain willfully ignorant regarding what the actual facts are, in your opinion, what is the best way to handle/ respond to people like that?
Don't. Just let them as tew in their self righteousness. They're not worth it.
Ignore them. The outcome will be the outcome whether you argue with them or go into a coma. Save your energy.
Anyone happy with the thought of Biden being cheated in I would not consider worth responding to.

I'd probably ask them if they thought Gore should have won.
I'd ask them if they thought Hillary was going to win and show them the article about the machine questions that time around.
I'd ask them if they thought, going forward, if the people in a consistantly fair election process should decide the vote, or if committees, lawsuits, and Supreme Courts should ultimately decide elections.
I'd ask them if they wanted to instantly "unbrainwash" millions of Trump supporters. Prove Biden won with real, legal votes and it would prove Trump was the liar you claim.
Or I'd just say we'll see.
