Can the campaign then go ahead and ask to Supreme Court to intervene? If it looks like the appeals court is stalling?

Another question I have is the problem John Roberts presents as Chief Justice. Is it true that the CJ is the only one with the authority to refuse to hear a case?

I wish Thomas was the CJ.
