The votes are cast on paper and 3-4 party officials stand looking over the shoulder of the election official as the batch is sorted and then counted. Paper ballots arrive in a clear plastic box with six color coded, crimped zip ties (one on each short end, two on each long end). On top there is a flap that is closed with more crimped zip ties plus large adhesive stickers covering them, security tape across that.
Open the vote box, there is a colored piece of paper at the top signed by the precinct election official and observers certifying the times the vote box was removed and where the location and voting station it was used. It has to match the info on the adhesive stickers. Then the votes and on the bottom there is another colored piece of paper signed, when the box is put in service, by the precinct election official and observers certifying the time the vote box was placed in service, that it was empty, and where the location and voting station it was used.
