It's possible that the FBI knew about them but were told to stand down or just didn't act on it since they seem to potentially be part of the global initiative... the FBI may be willing to sacrifice the lives of children to try to get guns banned.

I mean, I hate having these thoughts, and I want to believe it's bat-shit crazy. But, for the moment, it's actually plausible.
