This in itself is something that actually seems good. Ballots that are filled out clearly, but the machine didn't detect correctly, should have the option of manually filling in who the person voted for.
BUT who controls that, what mechanisms are in place that it doesn't get abused? Did it get abused this time? That's something were the real fraud can be proven.
On a sidenote, I'm not too much in favour of machines, but if we have them, we need to make sure they actually work.
How do I put this? If a voting system is going to have this kind of ability (to fix ballots), there must also be some kind of accountability involved with it too. You need to know who fixed the ballot, when they fixed the ballot, how many (raw numbers not %) were fixed for which candidates, which machines were used in which districts, and have the original ballots images backed up on the corresponding machines for later review (and the paper ballots set aside safely as well).
But to have this "feature" seems extremely dubious. Public education has done at least one thing right: they have taught generations to fill in circles properly. If an 10 year old can do it, I don't think it's expecting much for the adult population to do it correctly. If they can't do something a kid can do, then I feel ZERO sympathy in tossing their vote.
