Covid probably killed the voter ID strategy. Mail in ballots were only clearly going to be the path to fraud about a month into Covid which was what, March? So it was about 8 months of time to prep for this. I imagine a lot could have gotten done in there time though. Maybe a lot did, behind the scenes. But clearly not enough. Observers needed to be there from day 1. Kind of insane.
