All "transition" laws are unconstitutional. The Constitution spells it out pretty well, congress can set the time(frame) Electors are to be appointed by their State's Legislatures; congress sets the date that Electors vote (usually in their State Capitals); and when the tallies come to joint session of congress for revealing; and when the POTUS/VP swearing is takes place. That is the Constitutional Transition, and if it's "too short" than perhaps repeal the marxists changing this during FDR, etc.
