But then I re-read the second part of his tweet in response to this a couple times:

Something else is going on - he's setting something into motion.
And it's NOT a concession or Biden's transition -- at least, not a transition to the presidency. Just sayin...
It gives the appearance of a peaceful transfer of power should that come into play. This removes political, media, military, and global back room leveraging.
