If the platform includes a federal mandate requiring a balanced budget every year or all congressman + senators pay is suspended until completed.

I totally agree mandatory term limits. Plus no addition funding or profitability during length of term. Also the same time served must wait that same time after to collect and funds ( frozen) until vetted for authenticity of profit before released to said congressman or representatives. We need to teach rebublicans and dems. We must have our own party and down vote them to death.
Not a viable plan unless most of the Republican representatives and senators also join the new party. Otherwise, the new party has no power.
