I suspect the guy is right, that some artist/prankster put it out there, for "art" or a photo/film shoot or something. It's curious, but doesn't seem particularly significant. It's as tall as 2 people, so if they're doing a survey of big horn sheep and wildlife (probably with binoculars), not unreasonable at all they could have spotted it. Presumably whoever put it there wanted it to be found. It was obviously positioned with intent, right in the center of that near secluded area.
