We've known about this since the day after, it was a clogged urinal that overflowed. There's no contract work because a maintenance guy just fixed it and a janitor moped it up.
So basically someone just stuffed some paper towels down a toilet flushed it, then when it overflowed ran around saying everybody has to leave immediately "a pipe burst you have to stop counting votes and get out".
