If everyone used linux, vpn, tor and typed in the ip address to get to a website would this block censorship?

Also if i’t clumsy couldn’t someone sell (at cost) bootable usbs with Linux (tails?) Vpn Tor

Custom directory for banned websites (you could probably even set it up where it automatically redirects the domain name in the browser.)

Hell you could even set up a rasberry pi as a dedicated censorship bypass browsing device. I just don’t know if there are other paths of censorship i’m missing. In havana they just have a giant LAN with cables on the rooftops. We could do something like that using radio waves maybe?
